Clean air is an essential ingredient for a healthy environment supporting a high quality of life. The people of the East Riding of Yorkshire have a right to expect that the air they breathe is safe and clean and will have no harmful effect on their health or well being. This site is currently aimed at the Installation Operators that the Council regulates under the Environmental Permitting (England and Wales) Regulations 2007. It provides invaluable guidance and advice on how the Council undertakes its responsibilities under these regulations and also allows Operators to access up to date information on forthcoming legislation, guidance and standards that affect their business.

IMPORTANT NEWS: The Council recently received national acclaim for this website having been very highly ranked in a review of over 500 local authority air pollution websites by the Air Quality Bulletin, a national air quality magazine. The website scored a fantastic 5 out of 5 for quality with the review stating that the "East Riding is not an area you'd necessarily expect to devote much time to air quality, but it fields an excellent offering with news, links and information all underneath the 'Air Pollution - let's put a lid on it' slogan". The hard work of the Council has also been recognised by the magazine; "Surprisingly, the best websites aren't necessarily those that have huge air quality problems (and consequently large budgets). More likely it is the enthusiasm of individuals that has prompted them to go the extra mile".

Approved?IMPORTANT NEWS: Are you a dry cleaner? Are you aware that you had to apply for a Permit to operate your dry cleaning machine by the end of October 2006? This deadline has now passed, if you are operating a dry cleaning machine and you have not applied for a permit then you are doing so illegally. You risk prosecution and a possible £20,000 fine. The East Riding of Yorkshire Council's Environmental Control team is responsible for the management of local air quality including the monitoring and modelling of prescribed pollutants; the control of emissions to air from industrial processes (Part B and A(2) processes) and; dealing with nuisances arising from smoke, fumes or gases etc, or emission of dark smoke, grit or dust. Integrated permitting for local authority regulated A(2) installations was introduced by the Pollution, Prevention and Control (England and Wales) Regulations 2000, on 1 August 2000.


Service Objectives

Mandatory

  • To effectively resolve situations where smoke, fume or gases are being emitted from premises and deemed to be prejudicial to health or a nuisance.

  • To effectively resolve situations where dark smoke is being emitted from chimneys, or from any trade or industrial premises.

  • To ensure that all prescribed activities subject to local authority control (part B processes & A(2) installations) are permitted, periodically reviewed and inspected at a frequency determined by risk assessment.

  • To maintain all statutory registers relating to atmospheric pollution including particulars of Part A and B installations and all premises registered under the Radioactive Substances Act 1993.

  • To review and assess local air quality in accordance with Part IV of the Environment Act 1995, including any necessary and appropriate monitoring and modelling of prescribed pollutants, in accordance with the statutory guidances.

  • To effectively resolve situations where grit or dust is being emitted from a chimney or furnace, and to approve the installation of grit and dust arrestment plant to furnaces, and the height of chimneys serving furnaces
